When the Supreme Court overturned the Chevron Doctrine in late June, it upended 40 years of precedent that had deferred judgment to federal agencies when laws are unclear. The ripple effects of that decision are beginning to be felt– this week, the Carroll Independent School District in Texas rejected an order from the Department of Education to develop a plan addressing civil rights violations affecting some of its students. The district cites the recent Supreme Court decision as a basis for challenging the DOE’s authority. The Carroll school district is “completely controlled by far-right conservatives” who believe “the Education Department doesn’t have the authority to interpret foundational civil rights laws,” says Mike Hixenbaugh, senior NBC reporter.
